Republican Debate Analysis: Rudy Giuliani
Giuliani exudes confidence and leadership when he steps to the podium, but do Republicans think he is the best choice for their Presidential candidate?
His claims of success in New York City are not without merit. Giuliani took a corrupt city and literally turned it around. Crime, homicide, and abortion rates were reduced. Adoptions were increased. Extreme welfare reform encouraged a successful welfare to work program based on Giuliani's theory of social contract; that people need to contribute in order to feel a part of society, and those who contribute to their support need to see the contribution and efforts of those living within the net of social welfare. He balanced a budget that was severely out of control and drove porn and sex shops from Time Square. Whether you like him as a Presidential candidate or not, Giuliani deserves credit for taking a socially and financially bankrupt city and restoring order. He made New York City a safe place to live, work, and visit again. All of this was prior to 9/11, through which he provided leadership in a maze of catastrophe and disaster for which there was no precedence.
According to Forbes pre-debate interview, Guilliani brings executive experience from his experience as mayor of New York. "He is a man of big ideas with attention to detail." Forbes pointed out that as a U.S. attorney and 2 term mayor, Giuliani is the best man for the job, in this Presidential race.
Giuliani has one problem with right-wing Republican constituents; he is not a social conservative. In defense of himself, Giuliani stated that he may be labeled liberal, but it has been said of his mayorship in New York that it was "the most conservative government in 50 years." On the other hand, Giuliani is pro gun control, in favor of sanctuary cities for illegal immigrants due to the number of illegal immigrants in New York, and as a pro-choice candidate he favors federal funding of abortion. This list alone is enough to alienate him from the religious Republicans.
Defending his social liberalism, Giuliani has stated that personally, he is pro-life and believes in the sanctity of life. However, as a social policy, he believes it is the woman's right to choose.
Giuliani does not believe the Constitution needs to be amended with a Defense of Marriage Act. He believes marriage is defined socially and religiously as a contract between a man and woman. He doesn't believe that activist judges who have created the issue are a threat to the institution of marriage. He doesn't feel that marriage is threatened by the actions of the state of New Hampshire. In a wishy-washy way, Giuliani said that one or two states weren't going to destroy the institution of marriage. He said that if lots of states make a move toward legalizing partnerships, then we may have to look at a Constitutional Amendment.
As the rest of the Republicans have dodged the issue, no one has addressed the crux of the issue. It is less about social acceptance of domestic partnerships, as it is about legal recognition of the relationships for basic rights such as insurance, retirement benefits, and other familial concerns.
Giuliani was forced by the moderators at Sunday night's debate to address the one issue in New York he was unable to reform, the New York City school system. Giuliani said it would be better to blow up the system and start over than try to tackle the myriad of issues that faced the public school system in New York. Giuliani admitted he considered the New York City school system a waste. He made it clear it was not the teachers who were the problem, but the system, itself. Giuliani responded to questions about education in the United States with a statement that proved popular with the conservative crowd: school choice. To an applauding crowd Giuliani said, "I care more about kids than teachers."
Rudy Giuliani stated that he believes parents know what is in the best interest of their children. The federal government doesn't know each individual child. He doesn't believe the government can possibly make the best decision in the interest of each child. (This definitely sets Giuliani apart from the Democrats.). Parents, Giuliani said should be able to choose from public, private, parochial, or home school. The conservative crowd exploded with applause. Giuliani went as far as to say the single biggest civil rights issue facing our nation in the near future is the education of our children.
Regarding health care Giuliani said that he would seek to build a consensus behind private accounts. Giuliani stated that Medicare and Medicaid cost more than Social Security. If the costs of Medicare and Medicaid can be eliminated, it will allow the private healthcare market and insurance market to work. Giuliani believes competition would bring prices into a reasonable place for health care consumers.
Regarding military and U.S. safety, Giuliani has adopted President Teddy Roosevelt's policy of "Speak softly but carry a big stick." He stated that he believes in a big military and would immediately begin to update the missile defense system. He would groom allies, especially with newly freed countries in Eastern Europe. During his discussion of defense Giuliani took his turn capitalizing on the policies of Ronald Reagan, stating that he would develop a military strong enough to send a signal to emerging world powers like Russia and China. Rudy Giuliani also said he would use direct and indirect sanctions, and enforce them. He believed that such sanctions can have a powerful affect on countries with whom you are trying to negotiate.
Giuliani rested his case on his record of getting things done. When one of the moderators stated that he had been accused of agreeing with Hillary Clinton on several issues Giuliani laughed in response, "You have to be kidding." He continued by quoting Hillary's recent comment, "I have a million ideas, America can't afford them all." Giuliani's response at the debate, "No kidding Hillary, America can't afford you."
