Unemployment: "Uncertainty" May Just Be an Excuse to Not Hire
The San Fransisco Federal Reserve Bank has attached a number to the umbrella term "uncertainty" that is allegedly responsible for employers declining to hire. The bank's Economic Letter says 1-2 percentage points of unemployment is due to uncertainty.
Is "uncertainty" a valid concern or is it an excuse used by the wealthy and powerful to avoid hiring? Should the government seek to intervene to encourage more hiring by companies and corporations? Has the "jobless recovery" created a permanent cycle of elevated unemployment that cannot be eased without government intervention? These questions are amplified by the quantification of the "uncertainty" plaguing America's job market.
Personally, this "uncertainty" seems a bit overblown to me. I feel that it is being used as an excuse by employers to keep payroll low. Certainly, maintaining high unemployment and creating an environment of competition-amplifying nervousness among employees has its benefits for those seeking a profit. Workers who are afraid to quit their jobs can be worked harder, and for less money, than those who can see light at the end of an unemployment tunnel. But, in order to not look like a stereotypical "evil corporation" in the public eye, employers blame "uncertainty" and the government for creating conditions that are not conducive to hiring new employees.
Since interest rates are almost at zero and cannot be altered much to stimulate borrowing and investment, the government should consider initiatives to encourage private-sector hiring, such as tax breaks for companies that increase payroll. Since monetary policy has little role here with today's lowered interest rates we should seek a more Keynesian approach.
